If you have the Emperor DLC, there are new reforms available for the Emperor that can allow you to declare war on neighboring non-HRE countries to force them to join the HRE. As such, the developers decided to up the requirement from 75 countries to 100 for the achievement. The new DLC pack and title update has expanded the number of countries that are present at the 1444 start from 58 to 78. This is just an update on the requirements for the achievement.
